We are talking about hypothetical scenarios, of course. The ones who hold the swords, the Colovians, will always fight for the glory of the Empire and lead it to a brighter future. They failed Skyrim by allowing Foreign death squadsĮven if we assume that the bureaucrats and some corrupted nobles would try to go against the greater good of the empire, it does not matter.
Truthfully, i don't think the Empire (in t's current state of governence) won't go to any war with Dominion, Empire's main body is not compromised of Soldiers and Generals (sorry General T), but Bureaucrats and Nobility some of whom are Thalmor political allies, and to them having such a powerful group as allies and partners more valuable than waging war on them for Talos, whose worship might be fading from Cyrodill and the rest of the Empire.
